It has been another lively year for administrative bodies, with Canadians glued to their sets watching the Charbonneau Inquiry, Rob Ford’s showdown with his Integrity Commissioner, and the Mississauga Inquiry into conflict-of-interest allegations against yet another mayor. For practitioners, of particular interest were important Supreme Court pronouncements on issue estoppel and standard of proof as well as a number of significant appellate decisions.
