India has emerged as the developing market to watch for the international investor. A new political order recognises the need to secure affordable energy supplies, invest in critically needed infrastructure and embark on energy sector reforms that will encourage investment in new projects. The government has already made an ambitious start to reforms with diesel deregulation, a revision of the domestic gas price and changes to coal allocations.

Opportunities abound for sellers of crude and gas into India. India is the second-largest refiner in Asia, after China, and is adding more capacity. Although the Mideast Gulf is likely to remain the major supplier, Indian refiners will diversify crude slates as increased refinery complexity allows them to take heavier crudes, even as they look at competitively-priced light sweet crudes.
